What is a learning charter?

A learning charter is a simple and effective way for a learning rep to introduce UNISON and UNISON College to an employer and their staff.

It is an opportunity to demonstrate a commitment to support staff skills development across the public sector.

It recognises that staff are an employers greatest asset, and there is mutual benefit in encouraging the development of skills, knowledge and confidence.

Learning charters were piloted across a UNISON region that was working with members in an Multi Academy Trust (MATs) schools. They used the learning charter to offer an initial agreement to undertake skills development for staff.

This helped introduce them to UNISON College and organise and recruit learning reps and staff to UNISON. It also formed a stepping stone towards working with UNISON and negotiating a learning agreement.

 

What makes a good learning charter?

A simple one-page document providing a commitment to work with the employer to develop staff skills, and build a relationship with UNISON College.

It should include:

· Fully supporting the role of the Union Learning Rep (ULR) and work with the Trade Unions to help recruit and support them.

· A close partnership with the Trade Unions to support the learning and development of the workforce.

· Explore the possibility of a Learning Agreement to support partnership working.

· Encourage and support staff to achieve a level 2 qualification in maths and English.

· Ensure that access to Learning and Development is fair and seek to overcome all barriers.

How do you use a learning charter?

You can use it at any time. It might be a new or existing employer working with a branch, learning rep and/or workplace contact that are keen to engage with an employer across public services.

You could simply download a copy of the template below, and explain that the charter is to start and engage with staff on learning and development.
